This replaces the conflicting drafts with a coordinated policy set, resident agreement, usable forms, a buy-or-lease budget and an opening evidence register. It reflects the confirmed fact that Phoenix has no property and intends to buy or lease. The original ZIP and its documents are unchanged.

The HTML files are readable in a browser and formatted for printing. Matching Markdown files are editable text masters with identical wording. Make revisions in the text masters, keep the same version controls and regenerate reading copies before adoption. Do not edit one format and circulate an outdated copy of the other. The workbook is the separate calculation and evidence tool.
Corrections made
- Removed the assumption that the first site is already owned, paid off, low utility or legally approved. Added lease rent, purchase principal/interest, property tax/insurance and startup requirements.
- Retained the proposed $400 resident fee, explicitly per resident, and the uncontracted $600 support concept at zero assumed contracts. Twelve residents remains a planning ceiling, not approved capacity.
- Replaced the automatic operator-pay trigger with lawful, funded, independently approved compensation. The $1,500 amount is a planning input, not a wage cap.
- Ended proposed new wage-replacement credits. Preserved any existing claims and added a reconciliation process. Optional paid work remains separate from housing.
- Replaced same-day expulsion language with emergency response plus legally reviewed notice and possession procedures. Added prescription/testing review and accessible grievances.
- Added staffing, backup coverage, insurance review, cash controls, privacy, record retention, emergency and incident procedures.
- Suspended blanket child/family or sex restrictions until lawful site-specific review; protected individual accommodation requests.
- Added one adoption/version process and a map replacing every original packet document. Actual Articles, signed bylaws and contracts cannot be changed simply by editing a file.
Use the budget
Start in Budget. Yellow cells are editable. Select Lease or Buy, enter real costs and collection assumptions, and retain quote/contract references. A blank is unknown; zero is a deliberate supported amount. The initial occupancy and $1,500 pay figures are old planning assumptions, not verified costs or facts. Outputs stay Pending until required inputs are entered. Inputs entered does not mean independently verified or affordable.
Complete Startup with gross outlays and confirmed dedicated funding for each item, including deliberate zeros. Only unrestricted available cash counts toward the operating cash balance. The model will not convert unused restricted capital into operating reserves. Cash plan starts after those startup outlays and shows [address on file privately]onth; the initial eight residents each month is an illustration. It includes no automatic borrowing, owner gift or new asset sale. Add a separate approved cash schedule before later capital purchases or financing changes.
In Opening, each claimed Verified or Not applicable item needs evidence/reason, a reviewer and a date. Unsubstantiated selections remain Pending evidence. The register counts outstanding records; only the recorded board opening release authorizes admissions after required conditions are met.
What still depends on real facts and outside action
The corrected written materials are complete as a coordinated preparation set. They are not signed or adopted. Formation originals, bank evidence, actual site/capacity/costs, staffing assignments, insurance binding, legal review, and official filings cannot be manufactured. Document 03 makes each remaining action concrete and records who should resolve it. No attorney, insurer, bank, regulator or referral partner was contacted, no filing was submitted, and no money was committed during this revision.
The immediate order is to verify formation originals and the valid adoption route; evaluate real property candidates and costs; obtain focused professional review; adopt the corrected set through the board; complete the site, staffing, insurance and evidence records; then issue an opening release. Existing residents or work obligations, if any, require a separate lawful transition and may not be erased by new policies.
Verification completed
The workbook was recalculated and checked for formula errors, missing-versus-zero behavior, lease/buy costs, collection/contract limits, startup restrictions and incomplete evidence. Its sheets were visually inspected. The documents were checked for consistent versions, old-policy replacements, unresolved factual placeholders and readable browser layout. Native Excel behavior was not tested in a live Excel application. These checks do not replace legal or site approval.
