Presentation quality is not the same as operational readiness. Phoenix separates written preparation from outside evidence.
Prepared as drafts
- Operating policies and resident agreement templates (pending board adoption and attorney review)
- Opening milestone summaries and planning workbooks
- Public website and planning overview PDF
Still required before residents
- Confirm formation records against primary documents; valid board adoption of policies
- Select and underwrite a real property; zoning, occupancy, and fire readiness
- Insurance bound before occupancy
- Staffing/coverage plan; workers’ compensation when anyone is paid
- Focused legal and financial review for the actual site and activities
- Federal 1023 process for tax-exempt status (not yet determined)
An EIN is not federal tax exemption. Draft forms are not an open program. No opening release without recorded evidence.
