Mission

Phoenix Foundations helps people rebuild independent lives through safe transitional housing, food, peer support, job training, health for body and mind, connections to outside employment, and credit-building education. A home or vehicle pathway at documented cost plus 10% is a proposed later initiative that would require separate funding, eligibility criteria, written terms, and professional review — not a current promise. Surplus stays in the program. No private profit. Non-clinical. We do not hold or dispense medication. Not a hotel. Not a treatment facility.

Destination

A durable path for adults pursuing stable housing and individualized goals — which may include employment, education, benefits access, and health supports as appropriate — with peer support and skills. Later, if separately funded and reviewed, a home or vehicle pathway at documented cost plus 10% may be developed. The long-term aim is a Phoenix-operated residence, not a permanent motel program.

Phase 1 · Proposed first

Small pilot

  • Up to 4 rooms in existing lodging under a written block (owner names rooms)
  • Intended for adults; final eligibility with legal review for the site
  • About a 90-day operational review period (learning checkpoint — not automatic discharge); ongoing residency terms remain subject to a reviewed occupancy agreement and resident rights
  • Phoenix pays lodging from the organization account when it is the tenant
  • Proposed resident contribution $400/month when Phoenix pays the room. See budget status.
  • Not open and not funded. No move-in date until funding, insurance, and the other opening requirements are met.

Larger residence

  • Planning ceiling up to 12 residents — not the same as 12 approved bedrooms at a property
  • Approved site capacity controls; rooms are not automatic headcount
  • Target stay length around 12 months as a program option — draft agreements still use month-to-month with no fixed maximum pending attorney review
  • Kitchen, peer support, optional paid extra work under written rules
  • Home/vehicle pathway only as a separately funded initiative

Oversight and proposed policies

Independent oversight and a conflicts review are required before any pilot admissions. Compensation ideas for the founder/operator, and categorical eligibility or visitor rules, remain proposals pending independent board approval and legal review. Draft operating policies do not treat pay as automatic and reserve categorical restrictions for site-specific counsel review before adoption.

Near-term sequence (conditional)

  • Before any admissions: independent oversight and recruitment of unpaid board capacity; conflicts review; whole-period committed funding plus a transition reserve; insurance; and the site, legal, staffing, emergency, and governance opening requirements
  • Pilot window: a 90-day operational review only after those prerequisites. Residency would continue under a reviewed agreement and resident rights — no automatic discharge at day 90.
  • After a clean pilot file: Form 1023, local support conversations, and a later Phase 2 site question only with independent approval

Dates move if the paperwork or the funding is not ready. No opening date is set.

What is the pilot versus the larger residence?

The proposed pilot is up to four rooms in existing lodging, with a 90-day operational review. A larger residence, with a planning ceiling of up to 12 people, is a later phase. Capacity depends on the property.

What is the $400 figure?

It is a proposed resident contribution when Phoenix pays for the room. It is not a confirmed price. Budget status explains why operating cost and any outside funding gap are not published yet. A lower contribution is only a discussion option if a voucher pays the room. One approach should be agreed before anyone signs.

What services are proposed?

A place to stay, meals as provided, peer support, life skills, and connections to work and outside services. Clinical care stays with outside providers.
